European regulators issue new conflict of interest rules for scientific experts

The European Medicines Agency on Thursday announced it published new rules related to how it will handle potential conflicts of interests among its scientific experts. The regulations are expected to go into effect by the second quarter of 2011.
Under the plan, scientific experts will be required to submit a signed declaration of interests form detailing any financial or other interests that could affect their impartiality and assigned a risk rating based on this declaration. Based on the risk level assigned, as well as the nature of the interest declared, the time passed since the interest occurred and the type of activity the expert will be involved with, the agency can opt to restrict an expert's involvement.
The EMA noted that in cases where conflicts of interests may limit the availability of experts, it will look proactively for alternative experts in academia and elsewhere. In addition, to improve transparency regarding its expert selection, the agency will publish the conflict of interest declarations of its scientific experts on its website.
